The Glen Cove City Council adopted the City of Glen Cove Smart Growth Comprehensive Plan with Sustainability Elements (Comprehensive Plan) on July 23, 2024.

What is a comprehensive plan? A comprehensive plan is an official, long-range planning document that provides policy guidance for future growth, development, land use, infrastructure, and services. A comprehensive plan describes where a community has been, where it is now, and where it wants to go, setting goals and recommended actions to ensure orderly growth.

The City of Glen Cove’s 2024 Comprehensive Plan includes the following chapters:

· Chapter 1: Introduction, History, and Regional Context

· Chapter 2: Demographics and Housing

· Chapter 3: Land Use and Zoning

· Chapter 4: Transportation and Mobility

· Chapter 5: Downtown and Economic Development

· Chapter 6: Natural Resources, Climate Change, and Resilience

· Chapter 7: Infrastructure and Utilities

· Chapter 8: Community Facilities

· Chapter 9: Future Land Use Plan and Implementation

Public engagement during the planning process included:

· Comprehensive Planning Committee meetings on June 22 and November 16, 2023

· Public Workshop #1 on June 29, 2023

· Stakeholder interviews from August to December 2023

· Public survey in November and December 2023

· Joint InterAgency Council (IAC) of Glen Cove and Glen Cove Senior Center meeting on December 14, 2023

· Public Workshop #2 and Committee Public Hearing on January 30, 2024

· City Council Public Hearings on April 24 and May 14, 2024

Advisory groups for the project included a Core Working Group comprised of City of Glen Cove residents and a Comprehensive Planning Committee.

The consulting team for the project included:

· BFJ Planning (lead consultant)

· Urbanomics (subconsultant)

· MatrixNewWorld (subconsultant)

· CSA Group (subconsultant)

· KB Engineering (subconsultant)

Comprehensive Plan funding sources included:

· The New York State Department of State Environmental Protection Fund via its Smart Growth Program

· The Climate Smart Communities Grant Program, Title 15 of the Environmental Protection Fund through the New York State Department of Environmental Conservation
