Auxiliary Police Crossing Guard
THE CITY OF GLEN COVE announces that part-time positions exist in the Police Department with the Auxiliary Police.
Hourly Rate: $15.00 per hour. When covering school crossing guard posts, the hourly rate paid is double for the hours of the school crossing post.
Hours of Work: Work assignments vary. Up to 20 hours per week. This position is entails 24-hour emergency response in addition to patrols, Church/Temple crossing posts, beach closings, special events parades, monthly meetings. Must be available to work evenings and weekends.

About the Position: Seasonal laborers in the Department of Public Works are assigned to various divisions as needed, but most of the work involves heavy manual labor in the sanitation, highway and parks divisions. Assignments may vary between different divisions day by day or throughout the day as needed. Seasonal Laborers are paid only for hours of work actually performed. About this Position: Harbor Masters are peace officers that work seasonally from late spring to late fall. Shifts are usually on weekends. The pay rate is $20.25 per hour, and most employees work about 100 to 150 hours per year.

However, non-competitive class appointments do require that candidates meet certain criteria such as minimum qualifications and the passing of non-competitive exams as described below.
Distinguishing Features of the Class: These duties involve responsibility for locating, maintaining and assigning mooring spaces and maintaining navigable channels to ensure the safe and orderly flow of boating traffic in a town or village harbor. The work is performed under the general direction of a supervisor in accordance with the U.S. Coast Guard. Does related work as required.
Typical Work Activities: Assigns mooring spaces to power and sailboats; Lays out and installs various types of buoys, markers, speed floats and other navigational aids; Maintains safe and orderly boating conditions; Makes frequent inspections to ensure proper mooring and compliance with regulations; Maintains records and prepares reports of harbor activities.
Required Knowledge Skills and Abilities: Working knowledge of the operation and maintenance of harbor equipment; working knowledge of the nautical terminology; ability to establish and maintain satisfactory working relationships with town and village officials, boat operators and the general public; ability to enforce regulations and ordinances with tact and firmness.
Minimum Qualifications: Graduation from high school or possession of a high school equivalency diploma; and possession of a Boater Safety Certification, a CPR Certification and a valid NYS Driver's License.
Note: This classification requires candidates pass a non-competitive examination in which the ability to swim unassisted for 50 yards and the ability to safely operate a power boat are demonstrated. In addition, nominees for appointment are required to undergo qualifying medical exam which will include a psychological screening and drug testing.
Once appointed, incumbents are required to complete peace officer training, weapons training and EVOC training, and candidates are required to maintain all above listed certifications and licenses as a condition of employment.
Qualifying Examinations: Candidates selected for processing will be required to perform a practical demonstration of their ability to safely operate a power boat and demonstrate an understanding of the concepts of boater safety. Candidates will also be required to demonstrate their swimming ability by swimming unassisted for approximately 50 yards in the open water.
Post-Employment Offer Medical Review: Candidates who successfully complete the physical fitness screening elements as well as other relevant pre-offer conditions shall undergo a medical review conducted by a qualified physician or practitioner which includes psychological screening. Such medical review shall be conducted only after a conditional offer of employment has been given to the candidate. All candidates must be found physically able, with or without reasonable accommodations, to perform the essential job functions of an entry-level police officer. Copies of the medical standards are available upon request from the Glen Cove Civil Service Commission.
Background Investigation: Applicants are required to undergo a State and national criminal history background investigation, which will include a fingerprint check, to determine suitability for appointment. Failure to meet the standards for the background investigation may result in disqualification. Candidates for this peace officer position are required to submit to a polygraph and drug testing.

Operation and routine maintenance of heating, ventilating and air conditioning systems: These questions test for knowledge of basic principles, practices and techniques essential to the correct operation and maintenance of heating, ventilating and air conditioning systems, including such areas as minor cleaning; room temperature and building ventilation control; steam, hot water and hot air heating systems; boiler operation; troubleshooting air conditioning system problems, and proper maintenance of air conditioning systems.
Supervision and training: These questions test for the knowledge required by a supervisor to set goals, plan and organize work, train workers in how to do their jobs, and direct workers towards meeting established goals. The supervisory questions cover such areas as assigning and reviewing work, evaluating performance, maintaining work quality, motivating employees, increasing efficiency, and dealing with problems that may arise on the job. The training questions cover such areas as determining the necessity for training, selecting appropriate training methods, and evaluating the effectiveness of training.

PERFORMANCE TEST: A performance test will also be held at a later date, to be announced. The written test will be a ranking test and the performance test will be a qualifying (pass/fail) test. You must pass both the written and performance tests to be considered for appointment. You will not be called to the performance test unless you have passed the written test. If you pass the performance test your final score for the examination will be the score that you achieve on the written test.
Candidates may be invited to the performance test in the order of the scores they achieve on the written test. The Civil Service Commission reserves the right to give the performance test to only as many candidates as are needed to fill available vacancies.
The test will be administered on a conventional personal computer (PC). You will be using a conventional PC keyboard, but you will not be using a mouse.
Subject of Performance Test: The test consists of three parts, each preceded by a separate practice session. It will test your ability to enter the kinds of information that dispatchers and related personnel must process for fire, police, and emergency medical services. You will not need any specific information prior to the test; rather, complete on-screen instructions will tell you all that you need to know to take the test. To pass, you must enter the data at a rate of at least 6,000 keystrokes per hour (which is equal to typing approximately 20 words per minute), with an accuracy rate of at least 97.5%.
Retest Policy for Performance Test: Candidates who fail the performance test will be permitted a retest which will be given on the same day as the original performance test.
Waivers of Performance Test: If you have passed a 911 keyboarding performance test administered by a local jurisdiction in New York State within four years of the written test, the performance test may be waived. If you request a waiver, you must submit verifiable evidence of qualifying. Information submitted must contain the title, location, and date of the performance test taken, as well as proof of passing.
MULTIPLE EXAMINATIONS SCHEDULED FOR THE SAME DAY: If you have applied for any other civil service examinations to be given on the same test date for employment with New York State or any other local government jurisdiction excluding New York City, you must make arrangements to take all the examinations at one test site.
If you have applied for both State and local government examinations, you must notify Glen Cove Civil Service of your intent to take both a State and a local government examination. When taking both a State and a local government examination you will be required to take all your examinations at a State examination center. You will be advised by letter when and where to report for your examinations. You must bring both the State and the local government admission card to the State test center.
If you have applied for another local government examination with another local civil service agency, call or write to each civil service agency to make arrangements. You must make your request for these arrangements no later than two weeks before the date of the examinations. You must notify all local government civil service agencies with whom you have filed an application of the test site at which you wish to take your examination.
RELIGIOUS ACCOMMODATION/DISABLED CANDIDATES/MILITARY MEMBERS: Applicants whose religious observances, religious practices or military service prevent their taking examinations on the scheduled date and disabled candidates who require special accommodations to take the test should indicate the need for special arrangements by checking the “Special Arrangement” box on the front of the applications. The New York State Department of Civil Service Commission will approve any reasonable request for accommodations by disabled candidates. Candidates who are called to military service after filing an application should send a request for an alternate test date to the City of Glen Cove Municipal Civil Service Commission as soon as possible before the test date.

This examination will be prepared and rated in accordance with Section 23(2) of the Civil Service Law. SUBJECT OF EXAMINATION: There will be a written test that you must pass in order to be considered for appointment. The written test will be for knowledge, skills and/or abilities in such areas as:
MECHANICAL APTITUDE: These questions test your ability to identify and understand how basic mechanical instruments such as motors and gears work.
SAFETY PRACTICES: These questions test your knowledge of basic safety practices.
TOOLS AND READING OF SCALES AND GAUGES: These questions test your ability to recognize or identify basic tools and their common uses and to make accurate readings of various types of dials, scales and gauges.
ELEMENTARY CHEMISTRY AND GENERAL SCIENCE: These questions test your knowledge of basic processes and concepts in chemistry and general science.
UNDERSTANDING AND INTERPRETING WRITTEN MATERIAL: These questions test how well you comprehend written material.
BASIC MATHEMATICS: These questions test your ability to use addition, subtraction, multiplication and division to solve basic arithmetic problems that might be encountered in water and wastewater treatment plant operations. Questions may also involve the use of fractions, decimals, averages, and percents.
The use of a calculator is recommended. A calculator will be provided for use on this test.

ABOUT THIS SERIES: Applicants for this continuous recruitment program can apply throughout the year as described below. Candidates passing this exam will have their names placed on the Clerk list which will be used to fill positions in the following titles: Clerk, Typist, Library Clerk and any other titles deemed appropriate by this Commission. Candidates not possessing a high school diploma or its equivalence will be restricted from appointment to the Library Clerk title.
LOCATION OF POSITION/VACANCY: The list established from this exam can be used to fill any current or anticipated full-time vacancy in the City of Glen Cove, Glen Cove School District, Glen Cove Housing Authority or Glen Cove Library.
GENERAL RESIDENCY REQUIREMENTS: Candidates must be legal residents of the City of Glen Cove or villages contiguous to the City of Glen Cove for at least one month immediately preceding the date of the examination. Contiguous villages include Glen Head, Sea Cliff, Locust Valley and Lattingtown.
NOTE: Civil Service Law allows the appointing authority to give preference to candidates who are residents of the City of Glen Cove. To be included in this certification of residents, a candidate must be a resident of Glen Cove at the time of the initial certification of residents until appointment.

Typical Work Activities:

Library Clerk: Arranges or files materials according to library filing rules; Performs routine searches of and updates to computer records; Issues borrowers cards according to library procedures; Performs routine circulation, reserve and overdue functions; Makes and checks routine arithmetic computations; Answers the telephone and takes messages; Call patrons to deliver messages or information on library materials; Types cards, lists, labels, or short entries on forms.
MINIMUM QUALIFICATIONS & SPECIAL REQUIREMENTS:
Clerk: None.

Library Clerk: Graduation from high school or possession of a high school equivalency diploma.
SUBJECT OF EXAMINATION: There will be a written test that you must pass in order to be considered for appointment. The written test will be for knowledge, skills and/or abilities in such areas as:
- SPELLING: These questions test your ability to spell words that are used in written business communications.
- ALPHABETIZING: These questions test your ability to file material in alphabetical order.
- RECORD KEEPING: These questions evaluate your ability to perform common record keeping tasks. The test consists of two or more sets of questions; each set concerning a different problem. Typical record keeping problems might involve the organization or collation of data from several sources; scheduling; maintaining a record system using running balances; or completion of a table summarizing data using totals, subtotals, averages and percents.
- CLERICAL OPERATIONS WITH LETTERS AND NUMBERS: These questions test your skills and abilities in clerical operations involving, comparing, checking and counting. The questions require you to follow the specific directions given for each question which may involve alphabetizing, comparing, checking and counting given groups of letters and/or numbers.
The use of a calculator is recommended. A calculator will be provided for use on this test.
PERFORMANCE TEST: The Typetest performance test has been discontinued, and typing skill is now determined during the probationary period. It is expected that incumbents in the typist class that type at a rate of at least 35 words per minute with at least 96% accuracy at hire would reach a level of acceptable proficiency during the probationary period. The School District bears sole authority in determining if a Typist probationer’s typing skill is deemed satisfactory.
CROSS FILER STATEMENT: If you have applied for any other Civil Service examination to be given on the same test date for employment with New York State or any other local government jurisdiction, excluding New York City, you must make arrangements to take all the examinations at one test site. If you have applied for both State and local government examinations, you must make arrangements to take all your examinations at the State examination center by calling (518) 457-7022 no later than two weeks before the test date. ADMISSION NOTICES: You will be notified of the time and place of the examination. If you have not received your notice to appear for the written test five (5) days before the date of the examination, call the Glen Cove Municipal Civil Service Commission at (516) 676-4814. CHILDREN OF FIREFIGHTERS AND POLICE OFFICERS KILLED IN THE LINE OF DUTY: In conformance with section 85-a of the Civil Service Law, children of firefighters and police officers killed in the line of duty shall be entitled to receive an additional ten points in a competitive examination for original appointment in the same municipality in which his or her parent has served. If you are qualified to participate in this examination and are a child of a firefighter or police officer killed in the line of duty in this municipality, please inform this office of this matter when you submit your application for examination. A candidate claiming such credit has a minimum of two months from the application deadline to provide the necessary documentation to verify additional credit eligibility. You are, therefore, asked to include in your application a summary of all pertinent training and experience in sufficient detail so that your background may be evaluated against the duties of the position.

Ability to read and follow written instructions: These questions test for the ability to read, understand and apply written instructions for performing tasks similar to those encountered on the job. All the information needed to answer these questions will be provided in the test booklet.
Building cleaning: These questions test for knowledge of basic principles and practices of building cleaning. They cover such areas as equipment, tools, supplies, methods and procedures for cleaning different types of surfaces and materials under various, commonly occurring circumstances.
Building operation and maintenance I: These questions test for knowledge of the basic principles, practices and techniques essential to the correct operation and maintenance of public buildings. They cover such areas as building maintenance; preventive maintenance, and minor repair of electrical and plumbing systems; methods and equipment for snow removal; building safety and equipment storage.
Operation and routine maintenance of heating, ventilating and air conditioning systems: These questions test for knowledge of basic principles, practices and techniques essential to the correct operation and maintenance of heating, ventilating and air conditioning systems, including such areas as minor cleaning; room temperature and building ventilation control; steam, hot water and hot air heating systems; boiler operation; troubleshooting air conditioning system problems, and proper maintenance of air conditioning systems.
Supervision and training: These questions test for the knowledge required by a supervisor to set goals, plan and organize work, train workers in how to do their jobs, and direct workers towards meeting established goals. The supervisory questions cover such areas as assigning and reviewing work, evaluating performance, maintaining work quality, motivating employees, increasing efficiency, and dealing with problems that may arise on the job. The training questions cover such areas as determining the necessity for training, selecting appropriate training methods, and evaluating the effectiveness of training.
The use of calculators is allowed, and a calculator will be provided.
MULTIPLE EXAMINATIONS SCHEDULED FOR THE SAME DAY: If you have applied for any other civil service examinations to be given on the same test date for employment with New York State or any other local government jurisdiction excluding New York City, you must make arrangements to take all the examinations at one test site.
If you have applied for both State and local government examinations, you must notify Glen Cove Civil Service of your intent to take both a State and a local government examination. When taking both a State and a local government examination you will be required to take all your examinations at a State examination center. You will be advised by letter when and where to report for your examinations. You must bring both the State and the local government admission card to the State test center.
If you have applied for another local government examination with another local civil service agency, call or write to each civil service agency to make arrangements. You must make your request for these arrangements no later than two weeks before the date of the examinations. You must notify all local government civil service agencies with whom you have filed an application of the test site at which you wish to take your examination.
RELIGIOUS ACCOMMODATION/DISABLED CANDIDATES/MILITARY MEMBERS: Applicants whose religious observances, religious practices or military service prevent their taking examinations on the scheduled date and disabled candidates who require special accommodations to take the test should indicate the need for special arrangements by checking the “Special Arrangement” box on the front of the applications. 2. ARITHMETIC COMPUTATION WITH CALCULATOR: These questions test for the ability to use a calculator to do basic computations. Questions will involve addition, subtraction, multiplication and division. You may also be asked to calculate averages, to use percents, and to round an answer to the nearest whole number. A hand-held calculator will be provided for use on this test. You will not be permitted to use the calculator function of your cell phone.
3. ARITHMETIC REASONING: These questions test your ability to solve an arithmetic problem presented in sentence or short paragraph form. You must read the problem, understand the situation presented, decide what must be done to solve it, and apply the appropriate arithmetic operation(s) in the appropriate order in order to determine the correct solution. Knowledge of addition, subtraction, multiplication, and division is necessary. Questions may also involve the use of percents, decimals, and fractions. About this series: Applications for this title are accepted continuously. This examination is an evaluation of a candidates training and experience based on the exam application and any included supporting documents. Successful candidates will have their names placed on the eligible list in order of their final score, regardless of the date on which they take the test. A candidate's eligibility for appointment begins upon the Commission’s rating of the exam and will remain in effect for 4 years. Candidates already on the list may apply for the exam again to improve their score. The Commission reserves the right to terminate or modify this Continuous Recruitment program at any time.

LOCATION OF POSITION/VACANCY: To fill any current or anticipated, full-time or part-time vacancy in the City of Glen Cove.
STARTING SALARY: $57,115 to $92,521 annually (2024 salary for full-time positions)
MINIMUM QUALIFICATIONS & SPECIAL REQUIREMENTS: This exam is open to current employees with six months permanent competitive class service as Emergency Medical Technician (Basic) in the department or agency in which the promotion is sought.
SPECIAL REQUIREMENTS: Possession of one of the following certificates issued by the New York State Department of Health: Emergency Medical Technician-Critical Care Certificate OR Emergency Medical Technician-Paramedic Certificate. Possession of a valid license to operate a motor vehicle in New York State, appropriate for the vehicle to be operated.
DUTIES: Safely operates specially equipped vehicle to respond to medical emergencies when dispatched or otherwise notified of emergency; Assesses patient situation and diagnoses the patient’s medical condition determining course of action and treatment and affects the same; Applies rescue techniques and knowledge to effect the safety of persons trapped in vehicles and those otherwise stranded, marooned, or endangered by unusual circumstances; Applies temporary casts, splints or other immobilization devices to reduce dislocation on the scene, as required aids in extricating accident victims from damaged vehicles, while giving emergency medical treatment during the process; Provides advance life support service to stabilize person in life threatening situations resulting from trauma and other medical emergencies including administration of oxygen, suctioning, inserting airways, artificial and cardiopulmonary resuscitation, emergency childbirth, electrocardiogram, administering and monitoring injections, anti-shock suit, defibrillation and other direct medical tasks; Uses a variety of emergency medical equipment in giving emergency treatment on the scene and in transit such as cervical collars, air splints, suction equipment, poison kit, cold bags, oxygen and resuscitation equipment, ventilators, airways, pulse tachometer, electrocardiograms, defibrillators etc.; Determines appropriate medical facility to which patient will be transported and transports patient while providing ongoing medical care on route as necessary; While transporting trauma victims, obtains vital information to be relayed to hospital personnel, such as blood pressure, pulse, respiration, medical history, doctor's and relative's names, etc…; Operates a two-way radio for a voice medical emergency radio link with the hospital emergency room to enable trauma victim's condition to be diagnosed and life maintaining instructions to be relayed to the ambulance and appropriate action taken; Monitors and transmits vital signs of pulse, blood pressure and respiration and transmits biomedical information via telemetry such as electrocardiograms; Collects blood specimens for diagnostic testing as necessary; Follows all safety procedures including emergency vehicle operation, exposure to bodily fluids, use of personal protective equipment, disposal of medical waste, decontamination of equipment and techniques for proper lifting of patients; Complies with regulations in handling deceased; Maintains proficiency and New York State Emergency Medical Technician certification; Assists with emergency medical training of volunteer EMS personnel and firefighters and coordinates emergency medical service on site; May assist in the development and implementation of an operational plan for major catastrophes and natural disasters in order to respond to medical emergencies; Maintains the ambulance and rescue vehicles and their equipment in a ready state including cleaning and decontamination; Orders, maintains and safeguards an inventory of drug and medical supplies and materials to stock the rescue vehicles; Checks emergency vehicle medical equipment daily to insure proper working order; Periodically checks lights and sirens on the emergency vehicle to insure proper operating conditions; Performs routine maintenance and custodial work on equipment and facility when not performing other duties; Maintains records of emergency responses, patient treatment and problems encountered and their solutions rendered in the course of their shift; Maintains required records and/or reports regarding ambulance and emergency medical activities; Sends reports to appropriate agencies and distributes as necessary throughout the department; Prepares a variety of records and reports related to emergency medical care given.

You are, therefore, asked to include in your application a summary of all pertinent training and experience in sufficient detail so that your background may be evaluated against the duties of the position.
In your summary of training include all college course work, formal in-service training, and seminars you have attended. You must specify either the number of credits received or the number of contact hours and dates of attendance. Also include a copy of your professional license or documentation indicating eligibility for licensure. Specify the date that your license was first issued.
